مختصری در مورد پروژه تحقيقی من

      PROJECT TITLE (English): Competencies of agricultural instructors in Iran

      PROJECT TITLE (Dutch)  :  Competenties van landbouwinstructeurs in Iran

     

Summary

 

To be effective, HRD in the field of agriculture needs to be conducted by HRD professionals who themselves are sufficiently competent. Based on an earlier study in Iran (Chizari, Karbasioun, & Linder, 1998), there are still several difficulties, barriers, misunderstandings, and weaknesses with respect to the delivery of new technology and information by agricultural extension instructors to the farmers. So, it can be said that much can be improved as to the professional development of agricultural extension instructors, the selected group of agricultural HRD professionals (target group) in Iran. With respect to methodology, the influential roles studies of McLagan, that were conducted in the eighties and nineties of the 20th century, will be used. The core of this methodology is that large groups of experts and HRD practitioners will be surveyed to find out the tasks, roles, outputs and competencies that are needed for effective HRD practitioners (i.e. agricultural extension instructors).

A comprehensive context analysis of the agricultural sector with its stakeholders and development initiatives will also be included, to present an embedded picture of the development needs of these specific HRD practitioners in agriculture in Iran. When the competencies of the agricultural instructors are agreed upon, guidelines for training agricultural instructors will be formulated.

 

 Research Questions

 

Based on the HRD model developed in the studies of McLagan, the general research question of this PhD project is formulated as:

What role does and can HRD (Human Resource Development) play in agricultural development in Iran?

 

The specific research questions were formulated as follows:

1. What are the policy developments in the field of agriculture in Iran?

2. What role does agricultural extension instruction (training) currently play in agricultural development in Iran?

2.1 What kind of education and training programs are available to support agricultural development?

2.2 Who are delivering these programs, who are their recipients, and what are their strengths and

      weaknesses?

2.3 What are the effects of these programs on farmers’ competency development?

3. What are the competency profiles for various roles of agricultural extension instructors in Iran?

3.1 What are the important future forces for agricultural extension instruction?

3.2 What are the main outputs for each role?

3.3 What quality requirements are essential for producing and delivering each output?

4. What guidelines for the design of curricula and training programs for agricultural extension instructors can be formulated based on these competency profiles?
